His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum presided over a graduation ceremony on June 4, 2026, marking the completion of two leadership development programmes for Ministry of Defence personnel. The event, held under the patronage of the Crown Prince of Dubai, who also serves as Deputy Prime Minister, Minister of Defence, and Chairman of The Executive Council of Dubai, celebrated the second cohort of the Future Leaders Executive Programme and the first cohort of the Young Leaders Empowerment Executive Programme.
The ceremony—themed “Proud of You for Making a Difference” —took place at an official venue in Dubai, attended by senior officials and high-ranking leaders from both the Ministry of Defence and the Mohammed Bin Rashid School of Government, the academic partner behind the training. The graduation coincides with the 50th anniversary of the unification of the UAE Armed Forces.
A strategic investment in national talent
In his address, Sheikh Hamdan reaffirmed that investing in people is the cornerstone of the nation’s development, in line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. “Empowering young leaders and developing their capabilities is an investment in the future of our nation and the sustainability of its achievements,” Sheikh Hamdan said.
He emphasised the need to build leaders who can anticipate change, adapt to global transformations, and turn challenges into opportunities. “Strengthening our institutions, advancing modern governance, and enhancing the UAE’s competitiveness” were cited as key outcomes of this approach.
What the programmes entailed
The two executive programmes are designed by the Mohammed Bin Rashid School of Government using advanced international practices. A total of 50 staff members graduated—25 from each programme—after months of intensive training that combined in-person sessions with self-paced virtual learning. Participants explored future government directions, scenario analysis, institutional change management, and the impact of digital transformation on decision-making.
The Future Leaders Executive Programme focuses on transformational leadership tools, strategic thinking, performance management, and building a strong institutional identity. It also encourages institutional innovation and adoption of a new government excellence framework aimed at continuous improvement.
The Young Leaders Empowerment Executive Programme targets younger national talent, enhancing skills in team management, communication, customer service, personal planning, and time management. It reinforces awareness of internal regulations, institutional security, and professional responsibility, preparing cadres to navigate rapidly changing work environments.
Both programmes used modern methodologies—practical interaction, case-study analysis, and lessons from leading local and global government experiences. Participants also benefited from the ‘Meet a Leader’ initiative, which offered dialogue sessions with experienced leaders to learn effective management and decision-making models.
