In a significant move to bolster its status as a premier global destination for residents and tourists alike, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Ruler of Dubai, has issued Law No. (2) of 2026. Set to take effect on June 1, 2026, this comprehensive legislative framework aims to safeguard lives and property through rigorous safety standards across the Emirate. By integrating international best practices, the law seeks to modernize Dubai’s safety protocols, ensuring the city remains a secure environment for sustainable development and public enjoyment.

A Unified Vision for Urban Safety

The new legislation serves as a strategic update to the city’s regulatory landscape, replacing the aging Local Order No. (11) of 2003. Central to the law is the protection of the public during leisure and tourism activities. By reducing accident-related injuries and fatalities, Dubai aims to enhance its reputation as one of the world’s safest cities.

Under the new mandate, the Dubai Municipality’s Environment, Health and Safety Agency will serve as the primary regulatory body. Working in tandem with other government entities, the agency will oversee everything from market product safety to the structural integrity of public facilities.

Mandatory Standards for Venues and Events

For the city’s thriving event and hospitality sectors, the law introduces granular requirements to prevent overcrowding and environmental hazards. Organizers and venue operators must now adhere to strict protocols, including:

  • Capacity Control: Limits on attendance to prevent dangerous overcrowding.
  • Environmental Quality: Minimum standards for ventilation, lighting, and noise control to protect auditory health.
  • Emergency Preparedness: Mandatory fire-fighting systems, first-aid stations, and the presence of certified safety supervisors.
  • Accessibility: Clearly defined entry and exit routes and bilingual (Arabic and English) safety signage.

Individual and Public Responsibilities

Public safety is framed as a shared responsibility. The law outlines specific obligations for the general public, such as adhering to designated swimming hours at beaches and respecting restricted zones. Furthermore, it strictly prohibits the unauthorized handling of hazardous materials, explosives, or fireworks. The tampering with public infrastructure, such as manholes or drainage systems, is also strictly forbidden to prevent urban mishaps.

Compliance and Penalties

The legal framework includes a robust enforcement mechanism. Violations carry significant financial implications, with fines ranging from AED 500 to AED 1,000,000. For repeat offenders who violate the law twice within a single year, penalties can escalate to AED 2,000,000. Authorized inspectors from Dubai Municipality have been granted judicial enforcement powers to ensure these standards are met on the ground.

A Transition Toward Excellence

Acknowledging the scale of these changes, the Dubai government has provided a two-year grace period for businesses and property owners to align their operations with the new requirements. This period can be extended by The Executive Council if necessary.
